This film is a satirical comedy. NEP entrepreneur Samosadkin takes his wife to the cinema and falls sleep. He dreams that he is the president of the capitalist republic of South Pan. In order to balance the budget, the new president decides to export air to foreign countries and to limit consumption at home by introducing a tax. Those failing to pay the air tax are punished by having their noses tweaked. The people protest by bombarding the presidential palace with rotten eggs. Samosadkin wakes up to find himself in the cinema, watching a procession of Soviet workers.
